BAF Vietnam Agriculture JSC has submitted a proposal to the Hanoi People's Committee to develop a concentrated, high-technology livestock complex in the capital, featuring a multi-story farming model. The project, which would integrate a multifunctional slaughterhouse and food processing facility, is being considered for implementation in the Bat Bat, Da Phuc, and Binh Minh communes.

The City People's Committee has tasked the Department of Agriculture and Environment with leading a comprehensive assessment. The department will coordinate with relevant agencies to evaluate the high-rise farming model's suitability regarding urban planning, industry trends, infrastructure, land use, environmental impact, biosafety, and existing legal regulations, while guiding the company in finalizing its proposal.

According to Truong Sy Ba, Chairman of the Board of BAF Vietnam, the project is designed as a closed-loop chain with modern production lines, from breeding to commercial hogs. "Compared to traditional farming methods, this model saves land, reduces feed and labor costs, and helps alleviate environmental pressure," said Mr. Ba.

BAF has requested the project be included in the category of State land recovery for lease and has asked for a "green lane" fast-track mechanism for administrative procedures to shorten implementation time. The company stated that 25-30% of treated wastewater would be reused for cleaning and cooling, with remaining wastewater and solid waste utilized for irrigation and soil improvement. The plan also includes recovering exhaust gases for power generation. The proposed scale dedicates 15-20 hectares to farming, with an additional 200-250 hectares for circular agriculture development.

The proposal aligns with the city's current agricultural policy. The Department of Agriculture and Environment notes that Hanoi's hog population stands at nearly 1.4 million, supplying over 450,000 tons of live-weight pork annually. The city is encouraging a shift toward concentrated, high-tech, circular farming while phasing out small-scale livestock operations in residential areas.
