Finance Ministry to Spearhead Vietnam's Sweeping Legislative Reform Drive

Vietnam's Ministry of Finance is poised to take a central role in a comprehensive legislative agenda for the 16th National Assembly, tasked with reforms designed to enhance governance, eliminate administrative bottlenecks, and foster long-term economic growth. The ministry will oversee 29 legislative assignments, representing nearly one-fifth of the assembly's total workload, and is also responsible for nearly 40% of the government's work in drafting legal normative documents.

The legislative priorities were outlined at a conference convened by the National Assembly Standing Committee on June 16 at the National Assembly House, aimed at accelerating the legislative orientation for the new term. Government officials presented a series of reports detailing plans and solutions for advancing legal development.

Presenting the government's draft implementation plan, Deputy Minister of Justice Dang Hoang Oanh stated that the government has been assigned 171 of the 192 total legislative tasks, or 90% of the National Assembly's workload for the term. "The largest number of tasks will be concentrated in 2026, with 104 assignments," Oanh said, noting that several ministries, including the Ministry of Finance, the Ministry of Justice, the Ministry of Agriculture and Environment, and the Ministry of Public Security, face particularly heavy workloads.

Oanh emphasized that ministers and heads of ministerial-level agencies will be held directly accountable to the government and the prime minister for the progress and quality of the legislative work. For tasks involving multiple sectors, lead agencies must coordinate with relevant parties from the beginning to avoid "buck-passing or a mere formalistic cooperation." "Ministries and sectors should also prioritise legal reviews to remove regulatory obstructions, unlock resources, address urgent issues and complete the assigned tasks before March 1, 2027," she added.

Representing one of the ministries with the heaviest workload, Deputy Minister of Finance Ta Anh Tuan affirmed that policy and legal development is a "central and continuous task" for the finance sector. He acknowledged that legislative responsibilities in the coming period would be especially demanding as the country pursues major governance reforms and national development goals.

"These tasks have an extremely broad scope, extensive impact and significant implications across sectors, levels of government and economic stakeholders," Tuan stated. "Therefore, we regard them as a core and ongoing mission throughout the whole implementation process."

In line with the government's resolution on the action programme, the Ministry of Finance has already developed and issued its own detailed action programme, assigning responsibilities to specific units for implementing the agenda. The ministry will also coordinate closely with other government bodies and National Assembly committees during the drafting process.

"With the highest sense of responsibility, the Ministry of Finance is committed to working closely with relevant agencies and units to successfully complete the legislative tasks set out by the 16th National Assembly in accordance with the set timetable," Tuan concluded.
