Da Nang Collects $54.5M, Resolves Gridlock for Nearly 2,000 Projects

Da Nang has collected more than VND1.435 trillion (US$54.5 million) in state revenue after resolving long-standing legal and administrative obstacles that had stalled nearly 2,000 projects and land assets, city authorities have confirmed.

The sum represents 64% of the total amount mandated for collection under various inspection and audit conclusions, according to data from tax authorities and the Department of Finance. The figures were announced by Nguyen Truong Son, deputy director of the city's Department of Agriculture and Environment, at a press briefing on April 7.

The progress follows the central government's implementation of Politburo Conclusion No. 77 and National Assembly Resolution No. 170, which established special mechanisms to address difficulties affecting projects impacted by inspections, audits, and court rulings.

According to Son, Da Nang moved swiftly after the policies were issued, establishing three dedicated task forces to handle the backlog of cases. To date, the city has successfully resolved issues related to 1,981 projects and land parcels, accounting for over 97% of the cases identified.

Among the resolutions, authorities issued notices to adjust land-use right certificates for 581 properties that had been improperly allocated with long-term tenure for commercial and service use. Investors involved have since completed the necessary procedures to comply with regulations.

"The processing time for administrative procedures has been reduced to one or two days," Son stated.

Additionally, the city has completed legal reviews for 122 secondary investors, allowing them to proceed with project implementation. Officials also reviewed land-use progress in 655 other cases and are considering granting extensions, contingent on specific commitments from the businesses involved.

The Department of Agriculture and Environment noted that these results are an initial step and that the city will continue to review similar cases that fall outside the direct scope of Resolution No. 170.

For context, the Politburo issued Conclusion No. 77 in May 2024 to address project-related obstacles in several localities. Six months later, the National Assembly passed Resolution No. 170, which specifically targeted issues in Da Nang, Ho Chi Minh City, and Khanh Hoa Province.
