
Ho Chi Minh City to Auction Eight Prime Land Parcels in Thu Thiem Area

Ho Chi Minh City’s People’s Committee has officially issued a plan to auction eight land lots within the Thu Thiem New Urban Area, located in An Khanh Ward. The parcels cover a combined area of more than 138,000 square metres. This initiative is expected to enhance the efficiency of public land utilization and generate additional revenue for the city's budget.
To ensure the process adheres strictly to legal statutes, the City People's Committee has directed relevant departments and agencies to review, advise on, and finalize all legal procedures. The auction for the eight eligible plots will follow a structured four-stage roadmap, designed for compliance with public land-use rights regulations as stipulated by land laws.
The process will unfold across four distinct stages:
- Stage 1: Preparation for the auction in accordance with Clause 1, Article 229 of the Land Law.
- Stage 2: Implementation of the land-use rights auction, guided by Clause 2, Article 229 of the Land Law and the Law on Property Auction.
- Stage 3: Official recognition of the auction results, as stipulated by Clause 3, Article 229 of the Land Law.
- Stage 4: Finalization of procedures after the winning bidder completes financial obligations, in line with Clause 5, Article 229 of the Land Law and Clause 9, Article 55 of Decree 102/2024/ND-CP.
Specific responsibilities have been delegated to various municipal bodies. The municipal Department of Agriculture and Environment (DAE) has been assigned to monitor and urge progress, as well as advise on procedures and decisions related to the auction, land allocation, and the issuance of land-use right certificates to the winning bidders. The An Khanh Ward People’s Committee is responsible for drafting the land-use rights auction plan and submitting it to the DAE for appraisal before it is presented to the City People’s Committee for approval. Finally, the HCMC Land Fund Development Center is tasked with organizing the auction and selecting a qualified auctioning service provider in accordance with regulations.
