Vietnam's Quang Ninh Province Sets Sights on Record 13.2% Economic Growth

The northern Vietnamese province of Quảng Ninh is targeting an all-time high gross regional domestic product (GRDP) growth of 13.21% for the full year, following a period of broad-based socio-economic expansion in the first half. To achieve this, the provincial People's Committee has projected ambitious quarterly growth rates of 12.58% for the second quarter, 15.48% for the third, and 14.86% for the fourth. The full-year plan aims to deliver state budget revenue exceeding VNĐ100 trillion (US$3.7 billion).

Quản Minh Cường, Secretary of the provincial Party Committee, has called for more aggressive measures to unlock all available resources. A key strategy involves using "entirely new approaches and delivery methods" to remove long-standing bottlenecks that have stalled projects, particularly those entangled in land-related issues. The objective is that resolving these logjams will rapidly restart development and contribute directly to local growth. This initiative will be supported by an accelerated pace of public investment disbursement and a concerted effort to identify and harness new growth drivers in high-potential sectors like energy and tourism.

The province's confidence is bolstered by strong first-half performance. Industrial production and construction remained the primary economic drivers, while the services sector saw robust growth, attracting over 12.4 million tourist arrivals and generating nearly VNĐ35.2 trillion in tourism revenue. The agro-forestry-fisheries sector maintained stability, with total aquatic output reaching 102,970 tonnes.

Financially, state budget revenue in the first six months was estimated at VNĐ58.75 trillion, achieving 59% of the annual target and representing a 95% increase year-on-year. Total social investment was estimated at VNĐ59.6 trillion, and public investment disbursement reached 97% of the six-month plan. During this period, the province also broke ground on several key infrastructure and energy projects, laying a foundation for its current development cycle.

Alongside economic goals, Quảng Ninh is continuing to invest in cultural and human development. Momentum was maintained in social welfare, healthcare, and education, with 14,650 new jobs created for local workers. These efforts are part of a broader provincial emulation drive aimed at securing sustainable double-digit growth for the 2026-30 period.
